It was never meant to produce any torque, it was only meant to function as a computer unit, a sort of autopilot to keep the ship on course. Since 0.21, it has been changed into a reaction wheel. There are several problems with this, however. Before the SAS was redesigned, both Advanced SAS Module (now the [[Advanced Inline Stabilizer]]) and the Advanced SAS Module, Large both functioned similarly, with the only difference being the PID values and dimensions. They still function similarly, however the description seems to indicate that the ASAS, Large works as an old ASAS module instead of a reaction wheel. This may confuse older players who are returning to the game.
