The C7 Brand Adapter Slanted - 2.5m to 1.25m is a part introduced in version 0.90.0. It contains the liquid fuel/oxidizer mixture, and is mainly used for spaceplanes. Because of its shape, it is not suited for a central core on traditional rockets as it would lead to the rocket having an asymmetrical center of mass. It is possible to use them as symmetrical boosters though.
