Hi, currently there is a statement that the kerbonaut get the flag as soon as he leaves the craft for an EVA. Now I can't test it right now, but as far as I know each kerbonaut has only one flag. Once planted he can't plant another flag. Although I don't know if this changed in 0.21 (didn't planted many flags) with the astronaut complex. :I tried this in the game the other day and it does indeed work like that. If you plant the flag, send the kerbal back into the ship, and then EVA again, he's carrying a new flag, and you can repeat this to plant lots of flags with a single kerbal/mission.
