D-CAP doesn't appear to be real (okay I did only a short Google and Wikipedia search) and there is no indication/evidence that they are enemies trying to sabotage you. The developers also said that KSP won't become a violent game: They won't add weapons or missiles (→ [[Planned features#Not happening]]), so it is unlikely that you have to target/destroy the secondary KSC. Of course mods may include such missions but this is unofficial. ::I agree, with the response to weapons, I suspect that won't be the case.  This sounds like a great subject for speculation.  However, I can imagine other uses for it in career mode.  Either as allies, foes, or friendly rivals.    These include spying on the location from space, or performing an emergency landing at the location.

Luckily this is on the talk page.
