The Vernor Engine is the first stock reaction engine which does use the liquid fuel/oxidizer mixture but works like a RCS engine. Instead of being throttleable like all other stock engines using liquid fuel and oxidizer this engine reacts to movement commands for the normal RCS. Because the SAS does use the RCS if activated, the engines have a varying thrust when compensating rotation.

To the other two RCS engines previously available, this new engine has a higher specific impulse in atmosphere which makes them suitable to steer heavy craft while ascending. The thrust is also 12 times higher than one RCS port which allows only few thrusters to stabilize the craft. Because it does use liquid fuel and oxidizer the same fuel flow logic applies. Thus the part needs to be connected to a tank either directly or by a fuel transferring part.
