At 10 000m the atmosphere is less than 1/5th of what it was at sea level. After 20 000m of altitude (less than a third of the total atmosphere thickness) the atmosphere pressure is almost negligible (and so is the drag). Because of that, engines with high ISP in vacuum are the most efficient above 10 to 20km only.
