Creates one Isp entry for {{Infobox/Part}}. Has at least one parameter ({{{1}}}) for the Isp at atmospheric pressure (or if no difference exists for all situations) and could be use {{{2}}} for the Isp in vacuum.

Alternatively {{{where}}} could be used to describe where the first value is defined.
