In general, most free content cannot be just reused without taking steps to comply with license terms; it may be free, but is still fully protected by copyright law, owned by the original creator(s), and can only be distributed under the terms of the license(s) attached to it. It is your legal responsibility to ensure that you have a license to submit any content that you did not create yourself, and to comply with the terms of that license.
