Dawton Kerman does not appear in-game, but is one of the few non-random Kerbals named in any game text. His eponymous “Dawton Kerman Aboveground Pool Company” does not directly produce any parts or effects seen in-game. Rather, it's heavily implied that Rockomax Conglomerate stole swimming pool frames from their back lot to produce the Rockomax X200-8 Fuel Tank but failed to remove Dawton Kerman's stickers from the inside.
Nothing else is stated in-game about Dawton Kerman. It may be reasonable to assume he's merely a name for a funny anecdote from Kerbal rocket manufacturing.
