The Radiator Panel (small) is a part introduced in version 1.0.4.
It is designed to be placed on the exterior of a rocket or the upper side of a jet, to dissipate heat without the bad aerodynamics and fragility of the Thermal Control System (small). It is intended to cool the part that it is attached to, and any other parts directly attached to that one, and uses electricity while it is performing its function.
