The Mk3 to Mk2 Adapter provides fuel to jet engines attached beneath it. It also serves as an attachment point for wings, fins, and landing gear.
The MK3 To MK2 Adapter is a liquid fuel tank originally developed for the C7 Spaceplane pack, and has become a stock part since 0.15.0 and the introduction of the Spaceplane complex. It had a new model and texture in the 0.90 update when Mk3 parts were overhauled and resized.
