No methods are known to reduce temperature (except, of course, to go to space or to stop firing your engine(s), though this can be mitigated by attaching parts as "heat sinks." The 2HOT also measures the ambient temperature. This can be used to determine atmosphere temperatures. Currently (0.18.4), sunlight doesn't seem to affect temperature at all - the temperature at day is identical to the temperature at night.
