The Standard Canard is a control surface — a part that generates lift and deflects to alter a craft's center of lift to aid control of aerodynamic flight within an atmosphere. It also functions as a small wing in that it generates significantly more lift than an elevon.

In contrast to the AV-R8 Winglet which was designed when KSP only had rockets, the Standard Canard was intended for use on an aircraft. That intention has not stopped space programs all across Kerbin from using the (slightly) lighter control surface as a rocket stability fin.
